摘　　要：联合国集体安全机制的建立是对国际法缺乏强制执行力的突破,该机制在对禁止武力原则的实施中发挥了规范与解释、监督与和平解决争端以及执行与制裁等作用。但是冷战结束后,由于集体安全机制日益受到新干涉主义和单边主义的挑战,因此,对其决议机制等问题的改革和完善势在必行。UN security mechanism is a breakthrough in the enforcement of international law. It plays an important role in regulation and interpretation in enforcing the non-force principle, in supervising and peaceful settlement of the disputes, as well as in implementation and punishment related to the enforcement of the non-force principle. However, since the end of the cold war, UN security mechanism has faced challenges from new-interventionism and unilateralism, so it is necessary to reform and improve the mechanism.
