摘  要:2008年1月至2月期间,中国南方数省因罕见的雨雪冰冻天气使得输电线路覆冰严重,导致断线、倒塔/倒杆等严重事故频繁发生,众多骨干输电线路被迫长期停运,电网稳定运行和电力可靠供应面临巨大的挑战。江西电网是受灾最为严重的省份之一。文中简要介绍江西电网冰灾事故的形成和发展过程,总结了电网应急处理的经验和教训,并对电网抗灾预防体制、电网稳定运行与控制、电网的发展与规划、电源的布局和规划等提出相关建议。From January 2008 to February 2008, many provinces of Southern China encounter the rare sleet and freezing weather, which results in the serious transmission line icing, and cause the frequent occurrences of many serious accidence such as transmission line broken, electrical wire pole/tower falling down and so on, moreover, many backbone transmission lines are forced to be out of running. The stable operation of power systems and reliable power supply are faced with huge challenges. Jiangxi province is one of the seriously affected provinces. In this paper, the forming and developing process of ice disaster of Jiangxi power grid are briefly introduced, and the experiences of and lessons from the power grid emergency management are summarized. Some suggestions are brought forward to the disaster-combat and preventive work of power grids, the stable operation and control of power systems, power grid development and planning, and power plant distribution and planning.
