摘　　要：福建省遭受雨雪冰冻灾害对集体林权制度改革造成严重影响,集体林权改革成果巩固受到严重考验。建议出台受灾林木采伐政策文件;加大财政对林区基础建设投资力度;安排造林财政专项补贴资金;实行债务豁免政策等建议。How much damage the disasters of freezing rain and snow in Fujian Province suffered on the collective forest tenure reform？ And how much impact on the consolidation of reform results？ The investigation in Sanming and Nanping of Fujian gives the answer. Proposed the affected forest logging policy documents and increase financial investment in the forest infrastructure, arrange the special subsidies for reforestation funds, do debt exemption policy, and so on.
