清末巡警部成立的原因探析

摘　　要：清末巡警部的成因有三:一是警政思想的传播及各地警政的经办,提供了丰富的理论和实践经验;二是规范各地警政建设,以实现集权中央;三是"吴樾一弹"成为最直接的诱因。巡警部的设立无疑是近代中国警政史上的里程碑,然而它的成立又经历了一个曲折的过程。这一过程不仅意味着一个新机构的诞生,而且也兆现了近代中国特定背景下社会历史的演进、人们思想观念的变迁以及中央与地方复杂的关系等。There are three main reasons for the founding of patrolmen department. First, the spread of modem police thought and the disposal of modem police fairs provided abundant theories and experiences. The second one is the regularizing modem police construction to realize centralization of state power. Finally,＂ Wu Yue Yi Dan＂ became the most direct cause. It is doubtless that the foundation of patrolmen department is a milestone in the history of Chinese modem police, however, its foundation underwent a tortuous process. Looking back on this process, it not only means a new department came out, but also reflects the evolution of social history, the transition of people＇s thought and conception, and the complicated relationship between central and local government, etc. in the time of late Qing Dynasty.
