进一步提升张家口市农业科技创新水平的策略

摘　　要：提升农业科技创新水平是建设社会主义新农村、发展农村经济的根本保障.分析张家口市近年来农村科技创新方面所取得的成就,以及由于受地域、经济、社会发展条件的制约所表现出的困难和问题：科技创新意识薄弱,推广理念和方法不相适应,资金投入不足,体制不顺,职责不明,人员素质低,设备落后,企业自主创新能力亟待提升等;从明确思路、搞好规划、选准突破口、夯实基础、保证服务等方面,探讨了提升张家口市农业科技创新水平的策略.Improving the level of agricultural science and technology innovation is fundamental to the construction of a new socialist countryside and the development of the rural economy. Analysis is made on the recent achieuements of agricultural science and technology innovation of Zhangjiakou city, as well as the difficulties and problems that has arisen from constraints of geographical, economic and social development conditions. They are as follows： weak awareness of science and technology innovation, incompatible promoting ideas and methods, insufficient capital investment, unsound system, unclear duty and responsibility, low quality of personnel, outdated, equipment, and eargent need of capability upgrading of enterprises＇ independent innovation, etc. From aspects of clarifying thinging, making good plans, finding suitable breakthrough point, reinforcing foundation, and ensuring services, the strategy of upgrading the level of agricultural science and technology innovation of Zhangjiakou city is discussed in this paper.
