摘　　要：科技特派员制度是为促进欠发达地区农业增效而实行的一项农村科技革命，是社会主义新农村建设的主题之一。在甘肃省推进科技特派员基层创业活动，是全面落实以人为本的科学发展观，推动甘肃省新农村建设的重要举措。The system of special technology appointee was set up in the underdeveloped areas to enhance the agricultural outputs as a kind of technological revolution in the countryside. It is a main task in the construction of new socialistic village. To step up the pace of creative activities by the special technology appointees in the whole province is an important tool in enhancing the construction of new villages in Gansu, it is also reflective for the degree of the total implementation of scientific development theory.
