摘　　要：20世纪50年代《汉语拼音方案》公布以来,内蒙古集宁地区形成一种使用广泛的地方普通话,其形成和发展经历了三个阶段:第一阶段,读书音阶段;第二阶段,普通话和方言兼用阶段;第三阶段,放弃方言,转用方言普通话阶段。汉语拼音方案在推广普通话的过程中起着举足轻重的作用,但是,标准普通话的习得主要还要依赖于说话人所处的语言环境。There is a kind of Putonghua in Jining, Inner Mongolia Autonomous Region, which mixed with Jining dialect since 1950＇s. This Putonghua go through three development stages： First, as reading language; Secondly, being used together with dialect; Thirdly, language shifting from dialect to Jining Putonghua. Scheme for the Chinese Phonetic Alphabet plays an important role in this process, however, to grasp the standard Putonghua mostly depends on the language circumstances.
