摘　　要：通过分析公共借阅权的发展及趋势,探讨其对信息资源共享的影响,进而提出完善公共借阅权制度以促进信息资源共享的措施,包括保证政府财政拨款、完善集体管理组织、加强沟通交流、增强图书馆信息资源共享观念以及营造和谐的版权意识氛围,最后指出公共借阅权制度的产生及发展是为了更好地保护版权人的权利和平衡各方的利益,促进信息资源共享。This paper analyzes the development and trend of public lending fight and discusses its influence on information resource sharing.Then the paper puts forward some measures to perfect the system of public lending fight to promote the information resource sharing including assuring government appropriate funds,perfecting collective management organization,strengthening communications,enhancing the ideas of library informa- tion resource sharing,and constructing harmonious copyright consciousness.Finally the paper points out that the origin and development of public lending fight is to protect copyright owners more effectively and balance different interests in order to promote the information resource sharing.
