独立学院转制的必要性和可能性研究

摘　　要：独立学院是我国高等教育改革发展中出现的新生事物。它在带动中国高等教育快速发展的同时,带来的问题也是客观存在的,如产权不明晰、师资结构不合理等。为了独立学院能够适应市场经济发展的需要,实现民办教育公平政策的需要,有效解决目前独立学院存在的问题,使独立学院能够健康发展,应该对独立学院进行转制。转制的方式有转制成民办院校、转制到公办院校、自行消亡或进行改制。在转制过程中,国家教育行政部门应不再审批新的独立学院,应设置一个合理的调整期,应注意保护投资者、母体学校、教师的合法权益,从而优化我国高等教育大系统。Independent college is newly-born thing with the reformation of Chinese higher education. It accelerates the development of Chinese higher education, but there are also plenty of problems such as non-perspicuity of property rights. irrationality of teacher-and-teaching system and so on. We should transfer the system of independent college in order to meet the needs of adapting independent college to the development of market economy, realizing the equity of local education, solving the problems of independent college effectively, and making independent college to have continual development. The system transformation of independent college can be realized be being transferred into private colleges, to public universities, ceasing to being or being transformed in others ways. During the period of system transformation, the educational administration should not examine and approve any other new independent colleges, but should set the deadline for adaptation, and protect the rights of investors, universities and teachers so as to optimize the system of higher education.
