摘　　要：文中通过对船员能力需求的分析,设计了船员综合素质调查问卷,进行了天津海事局辖区船员服务机构对不同航海院校毕业生的综合评价,并提出了针对性的建议。This thesis designs a questionnaire on seafarer＇s general qualification through analyzing the capability requirements on seafarers. The questionnaire was used by the seafarer training organizations in the area under Tianjin MSA for seafarer quality assessment. This paper also provides some relevant suggestions.
