摘　　要：2008年年初,在我国长江流域及云贵高原和南岭地区发生了一场严重的低温雨雪冰冻灾害,对灾区造成了广泛而深刻的影响。此次灾害对我国巨灾风险管理体系的建立有重要启示,应创新国家巨灾风险管理制度;加强应对巨灾的能力建设;完善政府支持下的巨灾保险体系。A grave snow storm coupled with low- temperature and sleet plagued the Yangtze River Valley, Yungui Plateau and Nanling region in early 2008 which left an extensive and far - reaching effect. This disaster had an important indication on the establishment of a catastrophe system in China. We should set up comprehensive disaster reduction and prevention measures, optimize the catastrophe risk prevention system, and strengthen the capacity to react to catastrophes.
