摘  要:Foreign Language Learning is a kind of ability which enables people to learn how to handle speech information. A foreign language learner can study foreign language well in a quick way only if he could grasp the essential feature of the speech system and is trained in a harmonious way which is a combination of sound, meaning, feeling, mien and speed and all of his doings should be carried out on the basis of systematic engineering principles and in accordance with the research findings of modern psychological linguistics. This paper aims to probe into the physiological-psychological mechanism of speech, its essential features and ways of improving the ability of foreign language listening and speaking in the perspective of systematic engineering principles.外语学习是人们学会用外语处理言语信息的一种能力。想要快速学会、学好外语,只要根据现代心理语言学的研究成果,按照系统工程原理,抓住外语言语系统的本质特徵,加以训练,即抓住言语系统中的音、意、情、态、速五个要素的高度结合,协调统一,问题就能迎刃而解。本文仅就言语的本质特徵,言语的生理一心理机制,外语听说能力的提高手段,从系统工程角度作一探讨。
