摘　　要：我国城乡医疗保障在覆盖面、筹资水平、卫生资源分配、运行效果等方面都存在较大的差距。要改变医疗保障的二元结构,必须从四个方面完善我国农村医疗保障制度,逐步消除我国城乡在医疗保障方面存在的差距。There exists big gap in four aspects between urban＇ medical security and rural＇s, such as coverage, funding levels, resource allocation, and effects of polices operation. Approaches should he carried to complement rural health care from four perspectives to shorten the gap.
