摘　　要：运用规范分析法和效用函数及博弈模型分析了国有森工企业改制过程中政府的主导作用,并提出了国有森工企业改制中政府主导作用发挥的对策,包括政府要积极引导和推动国有森工企业改制、出台国有森工企业改制的扶持政策和剥离森工企业担负的社会职能等。It analysised the government＇s leading role in the process of the reform in the state - owned forestry enterprises by using normative analysis, utility function and game model. And then it advocated .some countermeasures of the government＇s leading role in the reform of the state - owned forestry bureau, including enacting policy guidance or program, guiding and promoting the process of the system＇s innovation, making a full use of the preferential policies that national made for state - owned enterprise＇s reform and enacting special support policies for the state -owned forestry enterprise＇s reform and stripping corporate social functions of the enterprises.
