从新公共管理学的角度定位高校与政府的关系

摘　　要：上世纪80年代以前,在计划经济体制下,我国政府集高校的举办者、行政管理者和事实上的办学者三重身份于一体。政府的这种多重角色遣成了政府与高校关系的错位,导致政府对高校管理的失灵。目前,在市场体制下,高等教育实行以市场为导向的大众教育,但有时也导致了市场对高等教育调节的失灵,教育质量下降。本文从新公共管理学的视角定位政府在高等教育管理活动中应担任的角色,提出了一种新型的政府与高校的关系。Before the 1980s, my government is on three integrated identity of the organizer of college, administrator and the school＇ s runner under the planned economy system. The multiple role of the government cause the dislocation between government and colleges. At present, higher education is the public education which directed by market in the market system.But there exist the market can not regulate the higher education and the decline in the quality of education sometime.In this paper,we position the role of government in the higher eduation management with the view of the New Public Management subject and propose a new relation between the government and colleges.
