海西建设中经济特区政府的内核再造

摘　　要：海西建设进程中,搞好经济特区的政府内核再造是适应时代要求、发挥特区作用、提供发展动力、提高行政效率和建立体制保证的需要。当前,中央对经济特区建设的重视、改革开放进程的进一步加快和经济特区行政改革的新探索,为政府的内核再造提供了新的机遇。在科学发展观统领下,实现经济特区政府内核再造的基本途径是:大力实施行政理念、业务流程、政府机构、行为方式和行政机制的再造工程,持续建构"服务型"、"效率型"、"务实型"、"战略型"和"创新型"政府。In the course of constructing the Economic Zone to the West Coast of Taiwan Strait, well rebuilding the core of the government of the economic zone means ： keeping abreast of the times ; giving play to the part of the government; giving development motive force, enhancing administrative efficiency and meeting the need of setting up system. At present the central government＇ s care,the further swift reforming and opening step and the new investigation for the administrative reform have given rebuilding the core of the government new opportunities. Under the guidance of scientific development concept ,the way to basically realize the above purpose is ：to vigorously carry out administrative idea, operation process and the rebuilding project of government organization, behaving mood and administrative mechanism, so as to set up the ＇ service type＇ , ＇ efficiency type＇ , ＇ concrete type ＇ , ＇ strategic type＇ and ＇ innovative type＇ government.
