中山市镇(区)防保所公共卫生事件应急调查人力资源状况分析

摘　　要：目的了解基层防保所公共卫生事件应急调查人力资源状况,为构建和评价基层防保组织应急调查能力提供依据。方法用问卷对镇(区)防保所应急调查人员(下称基层应急人员)进行调查,因事外出的调查对象事后用电话完成调查;调查资料双录入电脑,用Excel软件进行统计分析。结果①该市本地人口和全人口每万人拥有基层应急人员分别为0.91人和0.45人。②应急人员以男性和40岁以下者为主,各占80.77%。③学历以本科为主,占58.46%;所学专业以预防医学/公共卫生为主,占71.54%;职称以初级为主,占63.08%。④大学英语四级以上者占39.23%,能使用Word、Excel、Powerpoint和其它统计软件者分别占89.23%、86.15%、84.61%和63.08%;能上网查找专业资料者占92.31%。⑤参加过现场调查、3d以上培训、撰写计划、撰写总结、撰写预案、媒体应对、学术会议、发表论文和科研项目的人数比例分别为79.23%、72.31%、61.54%、61.54%、47.69%、35.38%、30.77%、16.15%和13.85%。⑥获得专业知识的主要途径是实践;专业知识主要来源是专业杂志、专业网络、专业书籍;认为最不能满足工作需要的知识是英语,最希望提高的知识是专业技能,最想的培训方式是小于7d的短期培训。结论该市基层应急人员基本素质和部分业务素质较高,但专业技能、媒体应对、科研能力和英语能力等业务和学术素质存在不足,应采取实战演练和短期培训的方式提高该方面能力。Objective To investigate the manpower of rural CDC emergency service in order to evaluate and improve the emergency ability of rural CDC. Method Questionnaire and telephone survey were performed. Result （1） The ratio of emergency person to residential population is 0.91/10000, to whole population is 0.45/10000. （2） Mainly man of elder than 40, 80.77%. （3） 58.46% with undergraduate educational background is 58.46%, in which 71.54% is major in public health, and 63.08% is in elementary rank. （4） Persons able to use Word, Excel, Powerpoint and other statistical software are 89.23%, 86.15%, 84.61% and 63.08%, respectively; using internet is 92.31%. （5） Persons participated in field survey, ≥ 3d train, writing plan, writing summarize, writing counterplan, answering media, academic conference, publishing paper and academic research are 79.23%, 72.31%, 61.54%, 61.54%, 47.69%, 35.38%, 30.77%, 16.15% and 13.85%, respectively. （6） The main route of acquiring professional knowledge is through practice, professional magazine, internet and book. They are poor in English. They most want to advance the professional knowledge and skill through a ≤ 7 d training. Conclusion The emergency ability of rural CDC of Zhongshan city is good, but some ability needs to be improve.
