摘　　要：乡镇企业集群在新农村建设中有着极其重要的地位和作用,因此乡镇企业集群必须坚持立足"三农",走有农村特色的产业发展之路,加快新农村建设步伐。同时,政府必须要加强和完善社会服务体系建设,为乡镇企业集群参与新农村建设提供有力保障。The rural enterprise colony has the extremely important status and the function in the new rural reeonstruction, there（ore the rural enterprise colony must persist bases ＂three agfieuhure＂ and walk the countryside characteristic road of the industrial development to speed up the new rural reconstruction step. At the same time, the government must have to strengthen and to consummate the social service system construction, to provide the powerful safeguard for the rural enterprise colony to participate in the new rural reconstruction.
