摘　　要：我国高等教育大众化发展十余年累积和暴露的问题需要正视。与西方发达国家相比,我国高等教育大发展有着明显的特殊性,要实现高等教育的和谐、可持续发展,须转变思想,提升对高等教育本质的认识;破解政策制约,调整、健全高等教育政策体系;突破传统办学模式的束缚,确立"和而不同"的办学新理念。It needs to think and face the problems accumulated and exposed in the popularization of China＇s higher education development in more than ten years. In contrast with western countries, the popularization of China＇ s higher education has its obvious particularity, and for a harmonious and sustainable development of higher education, three solutions should be taken： changing thinking and enhancing the understanding of the nature of higher education; resolving policy constraints, adjusting and sounding the policy system of higher education; breaking the bound of traditional running models of education and establishing new concept of ＂he er bu tong＂ to run schools.
