摘　　要：采用文献回顾法、归纳法对国内外有关农地城市流转决策的研究进展进行了归纳分析。研究发现,国内外学者的研究热点略有不同,研究水平和已取得的研究成果也存在较大差距。国外学者在农地城市流转的不确定、不可逆及决策风险等方面显示出浓厚的研究兴趣,并擅长运用经济计量模型进行定量化研究。我国学者对农地城市流转决策过程中的不确定、不可逆及决策风险等问题尚未给予足够的重视,已有研究缺少成熟的理论支撑和严谨的研究体系;研究内容比较单一;研究方法仍以定性分析为主。为此,我国学者应当在研究方向和研究方法上更多的借鉴国外已有的经验和成果,并结合我国特有的国情、土地管理及权属制度加以发展和改进,建立起适合我国国情的农地城市流转决策分析框架和定量决策模型,这对于我国学者来说是一个极具理论意义和现实意义的议题。Rural-urban land conversion is a part of the urbanization process, with land converted from rural to urban uses by economic or administrative methods in order to satisfy demand for the construction of cities. Since rural-urban land conversion has significant impacts on economic development, social stability and environmental protection, conversion decisions should be made cautiously, and based on thorough investigation of decision-making processes. This paper reviews both international and domestic academic literature on decision-making related to rural-urban land conversion. The international literature includes work on irreversibility and uncertainty, decision risks, and multi-step timeframes, and features several representative models. Domestic literature covered here includes studies on the role of interest groups in land conversion and other aspects of the decision-making process. While both domestic and international researchers have done much work on this topic, the focus and level of investigations tend to be different. International research is focused on issues related to uncertainty, irreversibility, and decision-making risks, with major studies on decision-making under uncertainty in the field of resource economics. These establish econometric models for quantitative analysis, and also validate the models using extensive data, although further work is needed in terms of modification and adjustment. Scholars in China haven＇t paid adequate attention to the topics mentioned above, with existing studies often lacking in terms of theoretical basis and in-depth research, and typically relying only on qualitative analysis. Domestic research should be improved in line with existing foreign studies, and should adapt existing frameworks and models of rural-urban land conversion for use in China.
