摘 要:成本-水量分摊法是将工程运行费用与调水距离、调水水量相关联,根据调水受益地区与水源工程的距离、分配水量的差异进行运行费用分摊。该方法首次被运用在典型平原河网地区,其成果在理论和应用上都有创新和突破,实践证明,用成本-水量分摊法推算的费用比值能够被调水受益者接受,为顺利开展引江济太调水工程提供经济支撑,亦为引江济太长效运行新机制的建立创造了条件。The cost-water apportionment method associates the operational expenses of water transfer projects with the distance and quantity of transferred water. It apportions the operational expenses based on the distance between the beneficial regions and the water source projects as well as the difference of apportioned water quantity. The method was applied for the first time in the typical river network regions of plain. Its achievements made certain innovation and breakthrough in theory and application. Practices show that the expenses calculated by the cost-water apportionment method can be accepted by the beneficiaries of the water transfer projects. It will provide economic support for the successful water diversion from Yangtze River to Taihu Lake and create conditions for the establishment of the new mechanism with permanent and effective operation.
