摘　　要：农业保险在社会主义新农村建设中具有转嫁农业风险、稳定农民收入、促进农业产业化、支持农业信贷、进行农业保护和农业转移支付等作用。进一步发展农业保险应解决如下问题:加快农业保险立法进税;完善农业保险经营体系;建立农业巨灾风险分散机制;加大农业补贴力度;设立农业保险监管机构。Agriculture insurance can transfer the agriculture risks, stabilize the farmers＇income, accelerate the agriculture industrialization, support the agriculture credit, protect the agriculture and transfer payment in the constructing of the new socialist countryside. To develop the agriculture insurance, we should fastern the course of the rural insurance law, perfect the agriculture insurance operation system, set up the agriculture huge disaster venture dispersion mechanism, enlarge the agriculture subsidy and set up the agriculture insurance supervision organization.
