摘　　要：政治制度通过反映基本社会共识、确认利益结构、调解社会矛盾和规范政治行为等具体途径生长着一定形态的政治秩序。合理政治秩序是由按照实质正义与程序正义相统一、效力以及利益均衡等原则建构而成的政治制度的结果。转型期中国政治制度完善应以更加凸显公正性、适应性和整合性为着力方向。Political institution performs order- growth function ches as reflecting the basic social consensus, confirming the social in the realistic social activities by such approabenefit structure, arbitrating of the existing contradictions and normalizing political behavior, etc. However, the growth of desirable political order depends on the political institution which has been designed according to the principles such as the unification between the substance justice and the procedure justice, the effect and the balance of social interest. More efforts should be put on its justice, adaptation and integration when it comes to the construction and innovation of political institution in the transitional period of China.
