西部资源富集区建设社会主义新农村的特殊性

摘　　要：西部资源富集区是指拥有较高丰度的自然资源,但经济暂时还处于初级发展阶段的一类区域。其经济发展的一般特征有:经济不发达,居民人均可支配收入较低;资源丰富,产业结构以农业和资源采掘业为主;资源开发强度大,生态环境问题比较突出。西部资源富集区经济结构上的单一性、"国富"与"民穷"的矛盾性、自然条件的恶劣性,决定了其新农村建设的特殊性,其特殊性主要表现在推动力、实施方式、实施路径、实施重点、实施主体方面。Western rich resource region is a sort of region which is much more abundant in natural resources, while the economy is presently in primary development stage. General characteristics of economic development in the western resource rich vegion include that, firstly, the economy is underdeveloped and the per capita dispos- able income of residents in the region is low; secondly, the resource is abundant and the industrial structure mainly consists of agriculture and resources mining; thirdly, great efforts are focused on resource development and ecological environment is highlighted. Particularities of new countryside construction rely on the uniformity of economic structure of western resource rich region, the contradiction between “rich nation” and “poor people” ,and bad natural conditions. The particularities are reflected by impetus, implementation mode, implementation path, keystones of implementation, and principals of implementation.
