摘　　要：发展循环经济有利于合理利用自然资源和环境容量,推动经济活动的生态化转向和市场化运转,实现经济发展、资源节约、环境保护"三赢"。循环经济的发展,需要企业实施生态管理、实现生态转型。在现有条件下,企业实施生态管理既需要企业自觉主动地产生生态管理的需求和行为,也离不开政府政策的引导与支持。The development of recycling economy not only helps the reasonable use of natural resources and environmental capacity ,the promotion of the ecology change and the marketability revolution of the economic activity, but also helps the realization ＂three to win＂ of the economic development , the conservation of natural resources and the environmental protection. The development of recycling economy needs the enterprise＇ s implementation of ecology management and realization of ecology reforming. Under the existing conditions, enterprise＇ s implementation of ecology management not only needs the enterprise＇ s demand and the behavior of the ecology management, but also cannot leave the government policy＇ s guidance and support.
