论数字图书馆以用户为中心的发展战略  

On Development Strategies about Digital Libraries of Regarding Users as a Center

摘　　要：数字图书馆十多年来在我国得到了飞速的发展,取得了显著的成就。但是由于缺乏战略决策上的考虑,致使很多数字图书馆在建设过程中出现了不少问题。通过对数字图书馆的发展战略层面上的分析,提出了数字图书馆以用户为中心的发展战略,包括数字图书馆自身定位、用户需求定位、发展战略定位三个步骤。并得出了公益型数字图书馆和商业型数字图书馆发展道路。For more than ten years, digital libraries have been experiencing great developments and making large achievements. However, many digital libraries are facing a lot of problems in the construction process, due to lacking of enough considerations in decision-making strategies. By analyzing strategies for the development of digital libraries, the development strategy which regards users as a center, including three steps, i.e. self- localization, users＇ demand localization and development strategies localization are raised. And the different development ways which are available for public welfare digital libraries and commerce digital libraries are got.
