摘　　要：为农民提供基本而有保障的公共服务既是改善民生的重要任务,也是新农村建设的重要目标之一。本文通过29个省份的农户问卷调查,基于农民基本公共服务的现实需求,分析农村民生类、生产类、公共安全类和环境保护类基本公共服务现状和存在的主要问题,并根据调查结果提出了发展农村公共服务体系的政策建议。To provide basic and secured public service in rural area is an important task to improve rural livelihood,and also one of the most important goals of new rural construction.According to household questionnaire survey in 29 provinces(cities or districts),based on actual demand of basic public service in rural area,the report analyzes status quo and existing main problems in provision of basic public service on rural livelihood,production,public secure and environment protection.Accordingly,the report provides policy proposals on the development of rural public service system.
