摘 要:有色金属矿产资源是国民经济发展的重要基础性材料,是现代工业的"粮草"和"血液"。我国有色金属资源总量虽然丰富,但由于支柱型矿产储量少、人均矿产资源占有率低、资源消耗增长速度大于经济增长速度,有色金属原材料短缺的严峻形势已经显现,有色金属行业的可持续发展面临着挑战。有色金属的综合利用是解决资源短缺、治理污染、改善环境和实施可持续发展战略的重要途径。本文通过分析我国有色金属资源综合利用中存在的主要问题,从政策、技术和企业经营三个层面揭示了问题背后深层次的原因,最后,有针对性地提出了提高我国有色金属资源综合利用水平的对策建议。Non-ferrous metals are the basic materials in the development of national economy and the "food" and "blood" of modern industry. Although China has rich non-ferrous metal resources, the sustainable development of the industry of non-ferrous metals is faced with challenges for the poor reserves of pillar-type mineral, low share of mineral resources per capita and high growth rate of resources consumption, showing the crucial situation of shortage of raw material of non-ferrous metals. The comprehensive utilization of non-ferrous metals is an important way to realize the strategy of sustainable development since it's helpful to solve resources-shortage, control pollution and improve environment. With the analysis on problems in comprehesive utilization of non-ferrous metals, this paper reveals essential reasons from three administrative levels, policy, technology and enterprise management, separately. Finally, suggestions for countermeasures are proposed in a targeted manner
