提高国家自然科学基金获准率措施探讨

摘　　要：针对国家自然科学基金的性质和要求,分析了国家自然科学基金获准率低的原因,提出了提高申请项目水平和获准率的措施.从人才引进与培养、项目培育制度、内部评审制度、激励与约束机制、申报组织与管理的质量控制等方面进行了详细的论述.According to the characteristic and requirement of the National Natural Science Foundation, the cause of low permitting rate of National Natural Science Foundation was analyzed, the measurement of improving the permitting rate and the level of projects was put foreword. This article detailedly discussed on the introduction and training of talented person, system of fostering project, system of inner examination, system of inspiriting and restriction, quality control on the organization and management of project declaration.
