摘　　要：构筑文化安全屏障,维护农村文化安全,加强新农村文化建设,是实现全面小康社会的内在要求,也是建设中国特色社会主义新农村的重要内容和主旨所在。基于此重要战略意义,各级政府和农村两委(村民自治委员会和农村党支部委员会)必须树立文化安全意识,用社会主义先进文化占领农村阵地,并维护其在农村社会的思想主导地位。To construct a protective screen for culture, safeguard the cultural security in countryside, and strengthen the building of culture in new countryside is the inherent demand of building an overall well-off society, and an important part and essence of building new socialist countryside with Chinese characteristics. On the basis of this strategic significance,governments at all levels and the two committees （ villagers＇ autonomous committee and committee of rural Party branch） in countryside must develop the awareness of cultural security, dominate the rural areas with advanced socialist culture ,and keep it as the dominant ideology.
