摘　　要：政府工作流程是提高政府效能的内生变量。从公民与政府的关系的角度看,政府工作流程创新是满足公民需求、建设服务型政府的必然要求。本文从理念更新、组织变革、机制创新等层面探讨政府工作流程创新的基本依据、本质属性与路径选择。The government work process is the endogenous variable of improving the government＇s effeciency. From the relationship of citizen and government, the innovation of government work process is the necessity of meeting citizen＇s demands and constructing the service-oriented government, This thesis is discussing the basic foundation, essential attribute and the route choice of the innovation of government work process from the aspects of updating concepts, organizational change and mechanism innovation.
