摘　　要：西部农村贫困地区和少数民族地区公共产品严重短缺,已构成了制约西部农村社会经济发展的"瓶颈",也影响着和谐社会建设与农村的长治久安。如何解决好西部农村急需要的公共产品严重短缺供给问题,在现行的农村公共产品供给的体制下,提供什么样的农村公共产品,提供多少农村公共产品,通过那些资金来源去建设西部农村公共产品,这就需要对公共产品的使用性质,从理论上进行分析,提出各级政府对西部农村公共产品投资建设的主体责任。加快对西部贫困地区农村公共产品的供给,改革以创新西部贫困地区农村公共产品供给的体制。west department rural poor area with minority area public product serious shortage, the ＂bottleneck＂ who already forms restriction west department rural socioeconomy development also affects harmonious social construction and rural grow treat for a long time An.
