摘 要:针对极端外部灾害,探讨停电防御系统面临的新挑战及其应对。回顾已投运的停电防御系统;归纳极端外部环境下停电灾难的特点;指出按一般故障场景设计的防御系统所遇到的困难;提出将防御框架覆盖的时间段向两端扩展,不但提前到电力规划阶段以指导远期预防控制,也向后延伸到电网四分五裂后的恢复控制;提出将防御功能在广域信息、仿真分析、决策支持等方面进一步深化的具体任务。This paper investigates new challenges that a blackout defense system has to confront under extreme external conditions and the way to cope with them. As the first part of the two-part paper, it reviews the defense system in operation, summarizes the characteristics of blackouts under extreme external circumstance, and points out the difficulties that the defense system designed for general faults has encountered. An idea is presented to extend the defense system' s activating time scale from both sides, namely the power system planning stage for long term preventive countermeasures, as well as the restoration control stage in case of the power system disintegrated. It is also proposed to further upgrade functions of the defense system on aspects of wide-area information, simulation analysis and decision-making support.
