摘　　要：依据《财政国库管理制度改革试点方案》和《水利部财政国库管理制度改革试点资金支付管理办法》,水利部从2002年开始水利财政资金国库集中支付信息管理系统建设,并于2004年投入使用。系统为B/S框架结构。系统的应用,方便了国库集中支付工作,提高了财政资金运转效率,规范了国库支付行为,减轻了财务人员工作压力并节省了成本。但系统稳定运行、功能拓展、网络安全等方面有待提高。In accordance with the Pilot Plan of National Treasury Management System Reform and Management Method for Payment Pilot Project of National Treasury Management System Reform of MWR, the MIS for centralized payment of water funds was initiated in 2002 and put into operation in 2004. The system is based on B/S framework. It provides convenience for centralized payment of national treasury, and increase efficiency of payment and standardizes the payment of funds, and also reduces the pressure of working staff and cost of payment. However, improvement is needed in the respects of system stability and function extension as well as system safety.
