摘　　要：异常暴雨洪水引发的流域性特大洪水、城市水灾害以及山洪、滑坡、泥石流等山地灾害由于有突发性、破坏性、季节性、区域性等特点,防御工作是一项十分复杂而艰巨的任务。通过分析广西异常暴雨洪水灾害的基本特点,提出其防御对策为:"以防为主,以避为主",工程防御和非工程防御对策相结合,坚持以科学发展观为指导,协调好人和自然的关系,根据灾害的特点、规律以及经济社会可持续发展的要求。The prevention of basin-wide extraordinary flood, city and mountain flood, landslide and mud-rock flood caused by abnormal rainstorm is a complex and arduous task due to its features of sudden, disastrous, seasonal and regional. Prevention countermeasure ＂mainly depending on prevention and evading＂ is proposed, based on characters and rules of disasters and requirement of sustainable development of economy and society, under the guidance of scientific development outlook and principle of well-coordination of relationship between men and nature.
