摘　　要：提出了一种利用车牌字符集特征来优化字符骨骼处理、改进骨骼变长编码的新方法,并把其用于车牌字符精确识别。该方法先利用车牌字符集特征优化处理标准车牌字符骨骼,再将"替换规则"与8方向链码相结合对其进行变长编码的结果作为模板,然后用同样方法得到待识别的车牌字符编码,将该编码与模板进行最佳匹配。实验结果表明,该方法具有实现简单、处理数据量小、抗旋转和对低分辨率车牌字符识别性能好等优点。A new method based on the characteristic of plate license character set for plate license character recognition is presented, which optimize the skeleton of standard plate license character and improve the variable length coding of the skeleton. Firstly, the skeleton of standard plate license character by the characteristic of plate license character set is optimized, then the variable length coding of the skeleton is generated as the coding template with the help of arithmetic which combines the rules of replacement with the 8-direction chain code. Finally, the coding of the actual plate license character is compared with the coding templates stored in database, which is generated in the same way. The experimental results demonstrate that the proposed method is applied easily, deal with a little data and can resist the rotation and the low resolution.
