摘 要:在不同电力建设项目模式下,调试单位在其中扮演的角色并不相同。如何构建合理的调试制度,充分发挥调试单位的作用是必须重视的问题。文章在简单介绍我国电力建设项目管理模式及启动调试组织机构的基础上,分析了调试工作面临的问题,指出调试组织矩阵结构存在职权冲突,传统项目管理模式及调试企业本身亦存在不足,这些都制约了调试工作的有效开展。文章提出以里程碑节点为工作目标的责任矩阵等改善调试工作的若干建议,可以更好地在项目建设中发挥调试作用。The roles of trial test companies are different under different power construction project modes. It is an important issue how to face and construct a rational test system to let the test company play its role. Based on brief introduction of management modes and startup test organizations of our nation's power construction projects, the problems facing testing works are analyzed, and factors limiting effective testing, such as the conflicts between responsibility and authority within test organizing structure, and deficiencies in traditional project management modes and test companies themselves. Several suggestions that improve testing works, including using milestones as responsibility matrix of working object, etc., are proposed.
