摘　　要：从数字参考咨询相关概念入手,介绍了国内外数字参考咨询技术标准与建设规范的研究现状和面临的问题,提出了科研院所图书馆数字参考咨询技术标准与建设规范的设计构想及各项措施。Introduced in this article are the current status of development of technical standards and development regulations of digital reference at home and abroad and the problems in the development based on the related cocepts of digital reference. The ideas and measures of developing the technical standards and development of digital reference in libraries of research and development institutions are put forward as well.
