推进社会主义新农村建设 加快构建和谐发展的新内江——四川省内江市的实证分析

摘　　要：实践证明，那种“就农业论农业”的思路不可能解决“三农问题”，“三农”问题已经不单是一个经济体制问题。本文通过对内江市“三农”问题的解决情况、存在问题的分析，指出构建内江新农村建设必须有明确的发展战略，并将“三农”问题政策统一到新农村建设，全面反应出“三农”政策的目标和追求，并就如何推进社会主义新农村建设和解决“三农”问题提出建议。Practice had proven that the idea of ＂talking about agriculture,＂ was impossible to solve ＂the three rural problems＂, and ＂three rural problems＂ was not only a problem of the economic system. Based on the analysis of ＂three rural＂ problem solving and problems existing of the Neijiang, the paper points that the construction of the new rural Neijiang must be carried out with a clear development strategy , and the ＂three rural＂ policy must be connected into the new rural construction, and comprehensively reflects the pursuit and goal of the ＂three rural＂ policy. At last, the paper proposes some suggestions on how to promote the building of new social rural areas and solve the problems of ＂three agricultural＂.
