摘　　要：文章从我国目前宏观经济增长方式、消费结构出发,在阐述部分高耗能产业产能过剩与资源环境之间所存在矛盾的基础上,重点分析了"十一五"前期建设项目环境影响评价在结构调整的宏观调控中对环境保护所起的作用,并从节能减排的角度出发,对"十一五"后期的环境影响评价提出了要求与建议。From the growth model and consumption structure of macro-economy in China, and on the basis of contraction between energy productivity excess of some high energy consumption industry and resource environment, the article analyzes the function of EIA of construction project on environmental protection in macro-control of structure adjustment in the prior period of the Eleventh Five-year Plan, and puts forward the requirements and suggestions on EIA in later period of the Eleventh Five-year Plan from the view of energy saving and emission reduction.
