湖南省职业卫生技术服务质量管理体系的建立与分析

摘　　要：目的为搞好湖南省职业卫生技术服务资质认证的平台建设,申请资质认证的机构必须要建立职业卫生质量管理体系。方法依照《检测和校准实验室能力认可准则》、《实验室资质认定评审准则》等相关标准及规定,编制出《湖南省职业卫生质量管理体系指南》及《湖南省职业卫生技术服务资质认证标准》。结果全省共举办质量管理体系培训班12期,已有13个市(州)、17个县级疾病预防控制中心,12个综合医院取得相应级别的资质认证。结论职业卫生质量管理体系的建立是规范湖南省职业卫生技术服务行为、提高服务质量的前提与保障,同时又是预防、控制和消除职业病危害的重要举措。通过资质认证工作的开展,促进了全省职业卫生服务的管理水平和技术能力的提升。Objective To build the platform of qualification authentication of occupational health services in Hunan Province, institutes of occupational health service that applied for authentication must establish quality management system. Methods In accordance with Accreditation Criteria for the COmpetence of Testing and Calibration Laboratories and Evaluation Criteria for Laboratories Qualification Authentication of Occupational Health Services, Hunan Provincial Manual for Qualification Authentication of Occupational Health Services and Hunan Provincial Standard for Qualification Authentication of Occupational Health Services were drawn up. Results Twelve professional training courses about quality management system were held in Hunan Province. Altogether 13 city or prefecture grade CDCs, 17 county grade CDCs and 12 comprehensive hospitals have obtained corresponding qualification Certificates. Conclusions The establishment of quality management system of occupational health service is not only the premise and guarantee of standardizing occupational health services and improving service quality, but also the important measures in preventing, controlling and eliminating occupational diseases hazards. Technical capability of occupational health service is improved and management levels are promoted through qualification authentication in Hunan Province.
