摘　　要：中国水资源具有人均占有量偏少、地区分布不均、年内年际间变化大、水土资源不匹配、人类活动影响明显等特点。分析了中国水资源危机的原因:人口增长太快、污染加剧、水价太低、浪费严重、盲目开采、植被减少及管理不善等。提出了控制人口数量、调整产业结构、建设节水型社会、利用非传统水源、控制水污染、加快供水工程建设、进口高耗水产品、制定应急预案、实现统一管理和开发利用国际河流等十大水资源安全战略。The China water resources has the characteristics of less average per capita posses,uneven regional distribution,great variation in a year and between years,unmatched water and land resources and obvious affect of human activities.It analyzes the following reasons of crisis of China water resources: too fast increase of population,worsened pollution,too low water price,serious waste,sightless exploitation,vegetation reduction and improper management.It puts forward ten major security strategies of water resources of population control,industrial restructure,building water saving society,utilizing non-conventional water source,controlling water contamination,speeding up water supply works,importing high consumption products,preparing an emergency plan,achieving integrated management and developing and utilizing international rivers.
