摘　　要：戴维.赫尔德是当代著名的全球治理专家,其全球治理思想独具特色。赫尔德从全球化的发展出发,对全球化的本质及其影响进行了界定,指出了全球治理的必要性及其现实条件;同时,赫尔德又从正义和民主的原则出发,以平等的个人为价值趋向,探讨了全球治理的规范基础及其对理想国际秩序的道德诉求;在此基础上,赫尔德转向世界主义哲学传统,构建出了世界主义民主这一新的全球治理模式。赫尔德的全球治理思想具有重要的学术价值,但其过于规范性的理论建构又使其呈现出一定的缺陷。David Held is a famous scholar in global governance, and his idea about global governance is so distinctive. He defined the essence of globalization and how and what it affected, then analyzed the necessity and the actual conditions for global governance. In addition, he explored the normative foundation on which the global governance is available and laid claim morally to the ideal international order on the principle of justice and democracy, based on the values-oriented equality of individuals. As a result, Held turned to the philosophy of cosmopolitanism to frame a cosmopolitan democrac , . new global governance model, i. e., the y. Held s idea about global governance is really of high academic value, but there are some theoretic defects because of his overemphasized normative necessity.
