摘　　要：本文在阐述公共政策"澄清困境"的对社会的重大影响的基础上分析了公共政策"澄清困境"背后的原因并提出避免公政策陷入"澄清困境"的有关对策建议。The essay analyses the causes of ＇ clarified dilemma＇ of public policy based on the explanation of the great effect of the ‘ clarified dilemma’ of public policy and bring forth the countermeasures for it.
