完善党组织领导下的村民自治运行机制——以陕西省S县为例  

Perfecting the Operating Mechanism of Villagers' Self-governance Under the Leadership of the Party Organization——Taking S County of Shaanxi Province as an Example

摘　　要：以陕西省S县的实际调查为依据,对该县党组织领导下的村民自治运行机制实施成功经验以及存在的问题进行粗略的分析和探讨,认为S县村民自治机制的良好运行固然与很多因素有关系,但集中体现在四个方面:经济建设是村民自治机制良好运行的根本基础,制度建设是村民自治的有力保障,转变党组织的领导方式是新形势下村民自治的必然选择,村民参与乡村事务的积极性和基本能力是对村民自治主体群众的培养,也是S县亟需解决的问题之一。Based on the data of investigation in S County of Shaanxi Province, analysis and discussion are made on the successful experience and existing problems in the implementation of the operating mechanism of the villagers＇ self-governance under the leadership of the Party organization. The results show that the good performance of such a mechanism is related to many factors, mainly including the following four： economic development as the foundation, regulation system construction as the guarantee, changing the Party organization＇s leadership style as the necessary choice under new circumstances, and the villager＇s enthusiasm and ability in participation in public affairs as the cultivation of the main body masses of villagers＇ self-governance, among which the last one is badly in need to be improved in S County.
