摘　　要：公安行政自由裁量权是行政权力的重要组成部分,也是行政权力中最显著、最独特的一部分,它是公安行政主体提高行政效率之必需的权力,也是公安行政主体在管理社会公共事务中必须解决的一个实际问题。探讨如何适当地、合理地运用公安行政自由裁量权具有重要的现实意义。Discretion in police administration is the important, and also the obvious and distinctive part of administration power. It is the necessary power for the subject of the police administration to improve administrative efficiency and it is also a realistic problem in social public affairs management for the subject of police admninistration to solve. It is of significance to explore the way of appropriate and reasonable application of police administration＇s discretion.
