关于改进“新课改”运行模式的若干思考

摘　　要：通过对新课改实施环节的调研和分析,认为新课改方案中缺乏对参与各方权利关系的合理安排、忽视课程实施环节的矛盾处理以及配套措施不到位是导致新课程改革活动陷于困境的主要原因。笔者通过厘清新课改内部的矛盾关系,探讨了新课改制度设计与组织实施中的运行模式问题,认为课程改革是一项系统工程,当前教育制度并不支持类似的单兵独进,因此应注重对课改目标设计、运行模式、权利分担、动力机制和课程管理等问题的系统研究,并采取有效措施,促进新课改既定目标的顺利实现。Through the investigation and analysis on the implementation of the new curriculum innovation, This paper believes that the main reasons are lacking reasonable arrangements for the rights relationship of the parties involved, ignoring the conflicts disposal in the process of implementing programs, and lacking relative measures. This paper also discusses the system design and operational modalities for the organization and implementation of the new curriculum innovation. The new curriculum innovation is a systematic project, and the current education system does not support the similar independence of individual progress. Therefore, it is necessary to focus on the systemic discussion of curriculum objectives design, operation mode, the right sharing, dynamic mechanism and the course management system, and to take effective measures to boost the realization of the established goals of new curriculum innovation.
