摘　　要：农民工的生存状态亟待改善，这是全社会高度关注的一大问题，农民工保险正是解决这一问题的有力举措。开办农民工保险对缓解“三农”问题、维护社会公平、促进国民经济健康协调发展都有十分广泛而深远的意义，但又存在着多方面的难点。为此，应从政策性、强制性、经济性、全面性和灵活性等方面着手，采取适当策略促进这一业务的发展，发挥保险社会“稳定器”和“减震器”的作用，为农民工撑起一把风险保护伞。Peasant workers＇ survival condition is in great need of improvement, which is one of the major problems that concern the entire society. Peasant workers insurance can help a lot to solve this problem, because it will help to promote national economy health and social harmony and solve problems exiting in the field of agriculture and other relative aspects. Though peasant worker insurance has very extensive and profound meanings, there are many difficulties to actually implement and popularize it. Whether our government can give subsidy to this business or the most majority of peasant workers can afford to buy this service or not, which are problems and difficulties might appear. Hence, appropriate strategies have to be developed to promote this business, so as to make the best use of insurance-the risk transfer mechanism.
