摘  要:针对西北电网地域宽、线路长、电源点和受电用户较为分散,水电机组装机较多等特点,制定西北电网一次调频整体联调试验方案,实际测试一次调频对电网频率扰动的抑制作用,分析了西北电网在有/无一次调频功能、有/无自动发电控制(AGC)、正向/负向频率阶跃扰动等不同组合方式时的动态响应。根据试验结果分析研究,得出水火电机组一次调频的差异及协调动作的建议,以及一次调频和AGC协调配合问题。试验结果为西北电网的优化运行、应对突发事故、改进区域电网的运行方式提供技术依据,也为《西北电网直调发电企业管理考核细则》的实施和西北电网AGC控制方案提供技术支撑。In the light of the characteristics of wide area, long transmission line, dispersed power source & receiving consumer, lots of installed hydropower units, the test scheme for primary frequency combined regulation in Northwest China Power Grid was formulated. The suppression of primary frequency regulation to network frequency disturbance was tested in field. The paper analyzed the dynamic response under different combination mode, such as with/without primary frequency regulation function, with/without AGC, positive/negative frequency step disturbance. The primary frequency regulation discrepancy between hydropower & thermal power unit, regulation suggestion, coordination between primary frequency & AGC were obtained as per the test results. The test results provide technical basis for the optimal operation, reply to contingency, and operation mode improvement of regional power network in Northwest China Power System. The results also provide technical support for the implementation of Check Rules for the Management of Power Generation Enterprises under Direct Dispatching of Northwest China Power System, and AGC control scheme of Northwest China Power System.
