摘　　要：文章从公共行政途径变迁的视角,论述了新公共管理的产生、特征与趋势,重点阐述了新公共管理理念下公共政策的制定、执行、评估与监控的重要转型,并进行了价值反思。At the first place, the paper expounds NPM＇ s appearance, trait and it＇ s tendency from a perspective of the changing road of Public Administration. At the second place, the transformation of formulating, implementing, appraising and monitoring public policy in the setting of NPM are seriously discussed.
